Reading in Lima: Sofia Santos OSINT Exercise #027

Welcome friends to Sofia Santo’s OSINT Exercise #027 write-up.

This time we are in Peru 🦙 for an important event, so without further ado let’s begin!

Exercise brief:

The image below shows a group of people sitting in front of a large screen that reads “Lectura en Movimiento en Lima”. A speaker can be seen standing on the left-hand side in front of three large flags.

Your task is to:

a) Name the speaker.
b) Identify what he was wearing on his lapel.
c) Find footage of his speech.

Naming the Speaker

The source image gives us indicators as to where what this even is and where it was held. Some notable markers in the picture include:

- “LECTURA EN MOVIMIENTO en Lima” screen

-OEI logo on the screen and matching OEI flag

-Large golden sculpture in the back

-Man in the podium wearing a light blue tie and a brooch on his lapel

After googling ‘Lectura en movimiento Lima” I was able to find multiple articles that contained pictures of the same event with matching publication dates.

We can see that the man in the podium is present in the middle of the group picture, he is pictured wearing the same suit, light blue tie and brooch. If we look closely, we can also see that other people in the picture, such as the two women standing next to him are also wearing a brooch.

Since he is in the middle, this could indicate that he is a prominent figure. Let’s find out!

“OEI director, Juan Carlos Ruiz, inaugurated the event…”

The OEI article gives us a name, Juan Carlos Ruiz.

Through another article from OEI we can confirm that the face matches the name and confirm that the man in the podium is Juan Carlos Ruiz Rodríguez.

a) Name the speaker

The speaker is Juan Carlos Ruiz Rodríguez, director of la Organización de Estados Iberoamericanos (OEI)

Identify what he was wearing on his lapel.

Through googling “Juan Carlos Ruiz OEI lectura en movimiento” an image of Juan showed up that gave me a clearer picture of the brooch he was wearing. It turns out that he was wearing two pins.

One of the pins is clearly an OEI one, the organisation that he is the director of. The other pin looks like a ribbon in red and white, the same colours as the Peruvian flag.

Related images on Google regarding “lectura en movimiento en Lima” also showed other individuals wearing the same brooch.

After conducting reverse image search on Google it was revealed that the pin that these individuals are wearing is called an “Escarapela del Péru”.

According to Wikipedia, the Escarapela is often used on the left side above the heart during the entire month of July to celebrate patriotic holidays/festivities.

If we look back at the dates in which the articles for this event were posted, we can see that the event took place in the month of July. Thus, matching the time period in which the Escarapela is commonly worn.

b) Identify what he was wearing on his lapel.

Juan was wearing two brooches, an OEI one representing the organisation that he is the director of, and an Escarapela del Péru often worn in the month of July.

Find footage of his speech.

To find footage of his speech I turned to YouTube. Considering that this appeared to be a mainstream and widely reported event, the video platform seemed like my best bet.

I was able to find a video of all of the inauguration speeches of the event, uploaded by OEI by looking up “Lectura en Movimiento en Lima”

In the video, Juan is introduced by Katherine Varhen at around the 9:08 timestamp. Juan can be seen starting his speech at the 9:34 timestamp and says his final ‘thank you’ at around the 18:13 timestamp.

c) Find footage of his speech.
